UK Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books
According to a new study of municipal councils, English councils are planning to offload social clubs, athletic facilities, and retail spaces as they bet on a fire sale of properties to stabilize finances.
Growing Fiscal Pressures Drive Asset Sales
A coalition of councils representing major urban areas in the UK reported that six out of ten of councils are intending to sell assets to cover the rising costs of social services for vulnerable individuals.
Councils have previously faced criticism for disposing of public land and land to support their finances, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.
The group noted that a high proportion of authorities attempting to generate funds from a fire sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would focus on service redesigns and using financial reserves to manage increasing financial challenges.”
Detailed Cases of Proposed Sales
One local authority in Kent said its property management strategy included the disposal of a retail complex in Rainham and a social club in another town to raise 20 million pounds over the next half-decade.
- A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the plan.
Council Tax Rises and Broader Financial Pressures
This research of local authorities in the coalition, which covers several urban centers, also found that more than 70% of authorities will have to raise council taxes next spring to cover the growing cost of core provisions, higher levels of homelessness, and a longstanding housing shortage.
Medway council explained it will press ahead with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.
“We are taking innovative approaches but some of these require time to achieve both better provisions and cost efficiency,” stated a council leader.
He continued: “We face population challenges which will persist to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”
Countrywide Patterns and Forecasts
Research of regional authorities recently further found local finances being strained by the growing number of children and adults needing special educational assistance.
A network of councils said that council deficits will reach £4.4bn a year by 2029, as they struggle to cope with increased demand.
Ministers have put off scheduled changes to the Send system until next year after a white paper outlining those reforms was recently delayed.
Disadvantage and Financial Gaps
Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, many participating urban areas were among the most disadvantaged in England.
- “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest deprivation indices,” noted the report.
“Although only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of England. The figures highlights the extent of challenges confronting municipal officials across major urban centers in the next twelve months,” the analysis concluded.
“Council officials have been clear about the need for a fair and sustainable financial structure that reflects and responds to the real levels of deprivation and demand,” said a council leader.
“Lacking this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”
One in five of councils have reduced or weakened care services in the last year, the study revealed.
